NLC Released 2023 City Fiscal Conditions Report

Provides Financial Health Insight

NLC's recently released City Fiscal Conditions Report shows that more cities are making conservative decisions with general fund revenue which in turn is having a positive impact on cities to balance their budgets.

The National League of Cities (NLC) released its annual City Fiscal Conditions Report. The analysis provides insights into the financial standing of cities based on 820 cities across the country.

Three years out from the pandemic, finances are different than they were previously as federal funding went up over covid years. This year's report has four key takeaways, including cautious budgeting to leave reserves untouched, cities now have a six percent increase in general fund revenue, federal aid through the American Rescue Plan Act (ARPA), and the infrastructure law had a positive impact on the ability of cities to balance their budgets, and many cities are more cautious in their budgets and planning for the unknown.

"This year, we surveyed more governments than any other year," said Farhad Omeyr, Ph.D., Program Director, Research and Data, NLC. "We learned that cities are back on their feet, but they are cautious about the future."
