The American Association of State Highway and Transportation Officials (AASHTO) provided a response to the proposed Buy America, Build America waivers from the U.S. Department of Transportation (USDOT). While the AASHTO has stated they appreciate that the waiver addresses some concerns regarding delays and disruptions, they point out that there are still issues with the readiness of the industry for this large transition.

 

The AASHTO recommends significant preparatory work be done before this proposal is accepted. Things like market research on a wide scale, specifically on the American market since the proposal itself pushes for American product reliance. Their reasoning behind this recommendation is that the critical infrastructural issues that transportation departments intend to improve must not be delayed or disrupted while in progress, which could occur if there was insufficient research on American made product readiness going into the projects.
