Congress recently passed the Water Resources Development Act, a measure which included flood control reforms sought since the Great Flood of 1993. The bill requires that communities prepare and implement flood plain management plans before they become eligible for federal projects, and it increases the local share of funding for federal projects from 25 to 35 percent.
