Noting that only a little more than 20 percent of municipal separate storm sewer system permittees have a dedicated stormwater funding source in place, the EPA estimates that building up stormwater infrastructure to effective levels will require nearly $70 billion over the next 20 years.

 
In addition, the Water Environment Federation states that as heavy storm events happen more regularly, the gap between this nation's funding for stormwater management and what is needed to meet Clean Water Act requirements gets wider.

To help provide some reprieve to these issues, a report was issued to the EPA, authored by experts in stormwater management and finance, along with local, state, and federal government officials. The report advises the creation of new stormwater funding programs, while increasing existing programs, and improving outreach regarding the critical nature of stormwater management.

Besides requesting the obvious measure of more federal funding, the report also offers ideas about new ways investment money can be raised. And since existing sources of monies are managed by various agencies with different application processes, the report advises streamlining access to the money by creating a single application.
