P.E.L.A. Design, Inc. (PELA) was incorporated in the State of Maryland in February 1992. The name of the firm is an acronym for the primary services it provides: Planning, Environmental Design, and Landscape Architecture. There are currently 4 landscape architects/planners, 1 forester/wetland scientist, 1 CAD technician/site designer and 1 adminstrative/marketing assistant. PELA provides high quality services at various design phases: master planning, feasibility study, preliminary/concept design, design development, construction documents preparation and construction phase services. For over 25 years, PELA has been working on projects throughout Maryland and beyond. Their core goal is to integrate sustainable site design principles into their projects in a cost-efficient manner.

Ballroom Dancing in the Garden - Artscape 2014, Baltimore, Md.
PELA participated the Baltimore's annual Artscape event in 2014. PELA transformed a surface parking lot into an "urban garden oasis for ballroom dancing". For three days, the parking lot at 1704 N. Charles Street became a delightful place where visitors from across the country congregated and socialized in a garden setting. They would first meander through multi-textual parterre full of ornamental grasses and colorful perennials before making their way to the dance pavilion. The Garden featured performances by professional ballroom dancers and free lessons for a variety of dances. After hours, the dance floor was opened to the public. The Exhibit Garden included a dance pavilion for ballroom dancing, a smaller work pavilion for staff and sound equipment, a parterre with 2000 grasses and perennials, two art installations, 1,000 feet of painted wood edging, as well as 1500 feet of string lights and 100 tea lights for evening ambience. It became a unique oasis at the nation's largest Arts Festival. The event, entitled Ballroom Dancing in the Garden, was a huge success and well received by the public.

Patriot Plaza Conception Design, Towson, Md.
This is a concept plan package submitted in response to the RFP for the renovation of the Patriot Plaza located in the heart of Towson, the governmental seat of Baltimore County, MD. The plaza is situated between two court buildings and two urban streets. The mostly paved granite plaza, sitting atop underground governmental offices, featured a fountain in the center and landscape berms along the perimeter. The county's goals for this project were to remove the water feature and to create a softer, park-like setting for the year-round use of employees and residents and for special events or festivals, while providing cost-effective and sustainable solutions to the water leakage of the underground offices and drainage issues of the plaza. Visual and physical accessibilities were also crucial issues to be addressed.

Purple Line Light Rail, Montgomery County and Prince George's County, Md.
This project's goal was to provide urban design and landscape architectural design services for the mitigation and intervention of the impacts the construction of the Purple Line Light Rail may have on adjacent properties in Montgomery County and Prince George's County, MD. PELA prepared the Station Location and Vicinity Maps, preliminary landscape plans, design narratives and various graphics to illustrate alternative design concepts for 10 transit stations and 8 miles of light rail corridor. Issues addressed in the preliminary design included ADA compliance, pedestrian and bicyclist safety, forest preservation and mitigation, integration of green infrastructure into the streetscape, multi-modal complete street, steep slope stabilization, mitigation of neighborhood impacts, streetscape improvements, hardscape design, appropriate site furniture selection, at grade, aerial and underground transit station concept, pedestrian amenities and screening the unsightly.

South Mountain Welcome Center, Frederick County, Md.
This project's goal was to provide design services for two identical welcome centers located on a 35-acre ground, one on each side of I-70. The intent was to have a park-like setting for the welcome center buildings and comfort stations. In addition to the center buildings, comfort stations, and parking (bus and passenger), design features included: entrance plazas with benches, interpretive walks displaying the civil war history, children's playgrounds, pet walking areas with pet stations, open play lawns, picnic areas, significant landscaping, stone seat walls and boulders, wayfinding signage and preserved wooded natural areas. Sustainable design features included: ADA compliant porous asphalt pathway, native, drought tolerant plants, heat and salt tolerant shade trees for the parking lot and other locations to minimize the heat island effect, and a storm-water management (SWM) pond for each center. The proposed plantings for the SWM ponds were based on the designed hydrology of the pond to ensure sustainability. Construction documents, construction phase services, and as-build drawings were provided. This LEED certified project (Silver) was awarded a Maryland Department of Transportation Green Building Award.
