In order to make their voices heard on the matter of the H-2B visa issue, the United States Hispanic Chamber of Commerce and the National Hispanic Landscape Alliance are partnering to encourage Congress to grant more visas for seasonal workers.NHLA officials claim that the landscape industry has been unable to fill its need for seasonal workers due to the visa cap. "The H-2B visa program, capped at 66,000 per year, is completely inadequate," explains NHLA executive director Ralph Egües. "This year the U.S. Department of Labor (USDOL) has certified that there exists a bona fide shortage for more than 142,000 workers to fill seasonal jobs. The H-2B visa program provides an orderly and legal means for needed foreign workers to come to the U.S., work for a defined period, and then return to their home countries."According to the USHCC, an increase in H-2B visas would raise wages for American workers while providing business owners with people who are willing to work. USHCC interim president and CEO Fernand Fernandez claims that the amount of H-2B visa requests is double that of visas that are currently approved.The partnership between the two organizations was created in the hopes that Congress would grant a larger number of visas for landscape workers. Both the USHCC and the NHLA believe that such an increase would benefit both U.S. companies and foreign workers.
