Royal palms in Clewiston, supported for heavy winds, are not among the trees that would be outlawed.


Clewiston, Fla. (pop. 6,500), on the southwest shore of Lake Okeechobee, was settled in 1915 by Japanese farmers from Calif. Though diminutive, the town expects growth and has drafted preliminary ordinances to repeal existing landscaping codes in favor of more specific planting, off-street parking, landscape maintenance and buffers for multi-family, commercial and industrial development. The plan incorporates xeriscapes, part of a water conservation policy adopted by the city to meet South Florida Water Management District regulations. The plan outlaws planting nonnative species, including punk, ear, Cajeput, beefwoods, Brazilian pepper, Australian pine, eucalyptus, laurel fig and ficus.

For residential developers an existing or planted tree would be required for every 2,500 sq. ft. without a structure and each single unit or duplex developed will require at least one tree in the front and back yards. The plan includes buffer screens, ground cover, foundation plantings and hedges.
