In an effort to accelerate the development of solar and wind energy on public lands, the Department of the Interior (DOI) has unveiled a proposed update to its renewable energy regulations. The Bureau of Land Management's (BLM) Renewable Energy Rule aims to foster the growth of clean energy by reducing fees for projects by approximately 80%, simplifying the review process for applications in priority areas, and providing greater predictability for the private sector.

 
Laura Daniel-Davis, the Principal Deputy Assistant Secretary for Land and Minerals Management, emphasized the department's commitment to combating the climate crisis, stating, "The power and potential of the clean energy future is an undeniable and critical part of that work."

Tracy Stone-Manning, the BLM Director, highlighted the role of public lands in the clean energy transition, stating, "Our public lands are playing a critical role in the clean energy transition."

For landscape architects, these proposed rules hold significant relevance. They offer the opportunity to streamline the development of renewable energy infrastructure projects on public lands, enabling professionals in the field to contribute to the expansion of clean energy while considering the impact on the environment and local communities.

According to the DOI, the proposed Renewable Energy Rule would not only lower fees but also expand the BLM's ability to accept leasing applications in priority areas without a full auction, allowing for more efficient development. The proposal also outlines the necessity to seek input on incentives that promote the use of American-made parts and materials or union labor in renewable energy projects on public lands. The public will have a 60-day period to provide comments on the proposed rules, which includes three public meetings.
