The new ordinance requires that all outdoor light fixtures must be fully or partially shielded, depending on the fixture lamp type. It lists requirements for shielding based upon each type of fixtures. It also states that mercury vapor fixtures installed prior to the effective date of the ordinance shall be replaced or equipped with a filter no later than Dec. 21, 2011.

The ordinance also prohibits searchlights for advertising purposes, and states that no outdoor recreation facility shall be illuminated by nonconforming means after 11 p.m. except to conclude a specific recreation or sporting event that was already in progress prior to 11 p.m. Federal and state facilities are exempt from the ordinance. The ordinance also includes a provision for individuals to request temporary exemptions.
