The Better Utilizing Investments to Leverage Development, or BUILD, program, an infrastructure grants program managed at the U.S. Department of Transportation, was backed by the Appropriations Committee to be funded for fiscal 2020, and has been advanced by the Transportation, Housing and Urban Development, and Related Agencies Subcommittee.

 
If passed, BUILD would help states with big-ticket infrastructure projects. No timetable has been set for when the Senate will take up legislation but funding for this fiscal year expires Sept. 30. Transport Topics reports that Republican leaders are frustrated "with the pace of the process, acknowledging temporary funding legislation is likely needed to avoid a government shutdown."

The legislation calls for a top line of $74.3 billion, of which the Federal Motor Carrier Safety Administration would receive $679 million, the Federal Highway Administration, $49.8 billion, the Federal Aviation Administration, $17.7 billion, the Federal Transit Administration, $13 billion, the Federal Railroad Administration, $2.8 billion and the National Highway Traffic Safety Administration, $972 million.
