New Reporting Rules for Diesel Engines




The regulation only applies to self-propelled machines, i.e., not to stationary or portable equipment. Examples of affected vehicles commonly used in landscaping include forklifts, skid steer loaders, large mowers, and backhoes.

Owners of off-road diesel vehicles (aka machines) in California need to be aware of a new regulation. The In-Use Off-Road Diesel Vehicle Regulation (the regulation) imposes new reporting requirements this year and further responsibilities to retrofit and retire engines in the future.The regulation applies to any fleet that owns off-road diesel-powered vehicles in California, including companies based outside California. Vehicles used solely for personal use or agriculture are exempt.

Idling – The regulation prohibits unnecessary idling for more than five minutes. Some exceptions apply, such as idling to accomplish work for which the vehicle was designed, and idling to bring a machine system to operating temperature. As of March 1, 2009, fleets with more than 2,500 horsepower (hp) of affected vehicles must also have a written idling policy.

Reporting and Labeling – All fleets were required to report by August 1, 2009. Fleets that have not yet reported should do so as soon as possible. The ARB?EUR??,,????'?????<https://secure.arb.ca.gov/ssldoors/doors_reporting/reporting.php.

A fleet may request a user account and enter their vehicle and engine information online. After the fleet inventory is provided to the ARB, each vehicle will receive an ARB-assigned equipment identification number (EIN). The fleet may have labels made with the EINs and apply the labels to the vehicle, or the EIN may be stenciled onto the vehicle, within 30 days.

Performance Requirements – Beginning in 2010, large fleets must begin meeting fleet emissions requirements.Medium fleet requirements start in 2013, while small fleet requirements start in 2015. Small fleets have the least stringent requirements.
