The Professional Lawn Care Association of America?EUR??,,????'???s effort to bring more workers into the country to relieve the continuing labor shortage was the focus of the group?EUR??,,????'???s July Legislative Day in the nation?EUR??,,????'???s capital.

Here is a first-hand report from Tom Delaney, the PLCAA?EUR??,,????'???s vice-president of government affairs.

?EUR??,,????'??Because of the current labor shortage, and projections that it will worsen as baby boomers retire, it is essential that Congress pass immigration reform that increases the number of (H-2B) workers permitted into the United States each year and streamlines the application process for hiring these workers. Without these changes, the lawn care and landscape industries will continue to face a labor shortage.?EUR??,,????'??

?EUR??,,????'??We had Charlene Giles, of the Division of Foreign Labor Certification make a great presentation and answer questions about the H-2B (guest worker) application process. We need to make sure our applications are timely and errorless and that we only ask for the number of workers we need?EUR??,,????'???and hold those processing our forms accountable. We need to keep up the pressure on legislators until changes are made to bring in sufficient workers. Each time we get members of the industry to participate in the political process, from a letter being sent through the association?EUR??,,????'???s web sites to attendance at the lobby day in Washington, we are building a green army that can be mobilized when we need a consolidated push.?EUR??,,????'??

A power outage in the making?EUR??,,????'???winter storms cause tree branches to bend from the weight of ice, causing catastrophic contact with overhead electric utility lines.


When tempted to trim trees near overhead lines, remember that state and federal laws prohibit any person from working within 10 feet of any electric power line or facility without proper training and certification. Never attempt to trim or remove any tree next to a power line. Instead notify your local electric utility company to schedule a trimming call.

Most electric utility companies use private contractors like Asplundh Tree Expert Company and Nelson Tree Service to perform the majority of their tree pruning. Those companies are nationally recognized as professional arboricultural companies and are required to meet and maintain specific OSHA safety standards, ANSI pruning techniques and other professional guidelines in order to retain their contract on a year-to-year basis.

Start Preparing Now to Enter the
2004 ALCA Safety Awards

According to the ALCA, the best way to prep for the 2004 Safety Awards is to make sure your company offers consistent safety training to employees and make sure you keep your accident records up to date. To enter, landscape contractors must submit information on their fleet and employee accidents and their OSHA 300 form for the time period of Jan. 1, 2004 through Dec. 31, 2004. The ALCA will compile that information (number of accidents, total number of vehicles, hours worked, etc.) and perform mathematical calculations to determine who gets the awards.

The entry form for the ALCA?EUR??,,????'???s 2004 safety contest will be available to landscape contractors in January through February 2005. The due date is in April, 2005.
