The art of prediction is one of the least understood capabilities of landscape architects, planners, architects and others that are charged with shaping our world. Planners must be able to predict the future of entire communities. This gift of prediction can easily be observed in America as part of the most formidable community rebuilding project this country has ever witnessed. Hurricane Katrina & The Gulf Coast Hurricane Katrina struck the Gulf Coast on August 29, 2005, destroying over 150 miles of gulf frontage, beaches and coastal forests. New Orleans was inundated for weeks and severe damage was wrought upon twelve seaside towns by tidal surge and high wind. Hundreds of thousands of homes were destroyed, thousands of people were displaced, homeless and out of work and still thousands more have not returned.

The Louisiana Recovery Authority and the Mississippi Commission on Recovery, Rebuilding and Renewal have brought together hundreds of planning firms, landscape architects, architects, engineers, consultants and organizations who are presently involved with predicting the future of affected communities. In both states, design and planning charrettes are being conducted at the neighborhood, city and regional levels to find innovative ways to rebuild. Low-lying neighborhoods will not be rebuilt, some buildings will be raised all new construction will be built following enhanced building codes that recognize what is required to live within hurricane susceptible landscapes. These new hurricane codes go into effect on January 1, 2007. Code-Based Planning New code-based planning tools known as ?EUR??,,????'?????<?smart codes?EUR??,,????'?????<? are being used to help shape and predict the future of the southern coast. A team of planners led by Andres Duany and the Congress for New Urbanism developed the Mississippi Renewal Forum. The plan created by this organization sets forth strategic actions consisting of design, policy, management and funding opportunities that are necessary to rebuild Ocean Springs and many other communities on the Mississippi sound. ?EUR??,,????'?????<?We have drawn plans worthy of our dreams. . .?EUR??,,????'?????<??EUR??,,????'?????<??oeJim Barksdale; Mississippi Governor?EUR??,,????'?????<???EUR?s Commission on Recovery, Rebuilding and Renewal Building guides known as ?EUR??,,????'?????<?pattern books?EUR??,,????'?????<? have been prepared. These tool will help devastated towns meet enhanced building codes and FEMA requirements. Code standards are be used set forth regionally significant building practices based upon new urbanism and transect based zoning. The Pattern Book for Gulf Coast Neighborhoods and the Book of Architecture for Gulf Coast Town Centers will build Mississippi?EUR??,,????'?????<???EUR?s future. The city has been carved into 13 neighborhood districts where residents are working together and building dreams. Designers are assisting them. Redevelopment plans are being drafted by the Urban Land Institute, the Bring Back New Orleans Commission, the Lambert Plan and the Unified New Orleans Plan (UNOP). In addition, universities, Federal agencies, state agencies, philanthropic foundations and private consultants are preparing other plans.
