The International Dark Sky Association (IDA), founded by astronomers, consists of a wide variety of people concerned about light pollution in its three main forms: sky glow, light trespass and glare. Sky glow is the haze or ?EUR??,,????'?????<????????glow?EUR??,,????'?????<???????? of light that surrounds highly populated areas and reduces the ability to view the nighttime sky. Sky glow is a particularly menacing concern in areas near observatories. Light emitted or reflected into the sky washes out the contrast of the stars against the dark sky, making it impossible to view faint stars and other heavenly bodies. Sky glow results from luminaires that emit light above the horizontal plane and from those that emit light below the horizontal plane, but still reflect the light upward from surrounding surfaces. Light trespass (intrusive light falling where it is not wanted, like onto neighboring properties) has become an increasing concern as residential and commercial developments become denser (constructed closer to each other).

Hadco and other lighting manufacturers are offering a diverse collection of environmentally friendly fixtures that minimize sky glow and light trespass, while providing effective lighting.
The IDA estimates that over 25,000 lighting laws and ordinances exist in the U.S. alone. The state of California is moving ahead with its own legislation designed to conserve energy. Along with the Illuminating Engineering Society of North America (IESNA) and the California Energy Commission (CEC), the IDA embraces the idea that the maximum amount of illumination in an area should be based on classifications called ?EUR??,,????'?????<????????lighting zones.?EUR??,,????'?????<???????? These include four main zones: intrinsically dark, rural, suburban and urban?EUR??,,????'?????<???????????each with distinct lighting limits.
Beginning in 2005, all California outdoor lighting projects, including landscape lighting, will be required to meet Title 24 energy usage regulations. Voluntary compliance is requested prior to 2005. Landscape architects and lighting designers will find that the use of some products is unrestricted, while the use of some fixtures, lamps and wattages will either be controlled or prohibited. For example, in ?EUR??,,????'?????<????????zone one,?EUR??,,????'?????<???????? low-voltage landscape lighting fixtures, up to a maximum of 50 watts, are unrestricted.
In all other zones the use of landscape lighting fixtures up to 100 watts is unrestricted. Due to efficacy requirements, the use of 175-watt (or higher) mercury vapor lamps will not be permitted. Site or area lighting, along with building fa??????ade lighting will be regulated on a watts-per square-foot basis that is dependent on the designated usage and lighting zone. Most luminaires for street, site and area lighting will be required to meet IESNA standards for full cutoff distributions.
In other states and cities landscape lighting is facing control and/or curfew requirements. Some towns prohibit the use of lighting fixtures with any upward distribution. This effectively eliminates bullet uplights, well lights and direct burial uplights from designers?EUR??,,????'?????<????????????EUR??,,?? palettes, along with decorative globes and acorn-type streetlights that lack sophisticated reflectors and send half of their output skyward. Other cities may begin to require that landscape lighting be turned off at a specific curfew/time, or one hour after the close of business. Some state ordinances allow downlights to be left on all night for security.
The IDA?EUR??,,????'?????<????????????EUR??,,??s primary goal is to improve the quality of outdoor lighting so that ?EUR??,,????'?????<????????dark skies?EUR??,,????'?????<???????? can be protected. For over 90 years, the Illuminating Engineering Society of North America (IESNA) has remained the recognized technical authority on illumination. This three-day conference of educational sessions and exhibits is the only conference of its kind dedicated to educating lighting professionals on street and area lighting topics and technologies. The IDA estimates that at least 30 percent of the light coming out of traditional 175-watt dusk-to-dawn mercury vapor lights is totally wasted (without even considering the energy inefficiency of the mercury lamp). This includes light going up to brighten the sky and light coming out at nearly horizontal angles, which can cause glare and light trespass.
