What is the Red Fields to Green Fields National Research Program?
The Red Fields to Green Fields National Research Program rftgf.org/joomla/ is an effort to evaluate the impact of converting unsued/vacant properties/buildings (?EUR??,,????'?????<?red fields?EUR??,,????'?????<?) to green space and creating jobs.
The program is led by Georgia Tech Research Institute, the City Parks Alliance and sponsored by the Speedwell Foundation. The program has conducted studies in 11 U.S. cities with the support of 14 universities, nonprofits, and local, state and federal agencies to calculate the extent of each city?EUR??,,????'?????<???EUR?s red fields and how the ?EUR??,,????'?????<?red?EUR??,,????'?????<? could become green spaces. Those cities are Atlanta, Cleveland, Detroit, Denver, Houston, Los Angeles, Miami, Philadelphia, Phoenix, Wilmington, and Hilton Head.
We don?EUR??,,????'?????<???EUR?t have room to talk about all these cities, so let?EUR??,,????'?????<???EUR?s focus on the findings for Atlanta and Detroit.
Atlanta According to the study, Atlanta was the No. 1 market for single-family home construction from 2000 to 2005. Now, it is No. 1 in the nation in bank failures. The city has lost 27,800 jobs in construction and building services, and has 24 million square feet of vacant office space, i.e., ?EUR??,,????'?????<?red fields.?EUR??,,????'?????<?
On the ?EUR??,,????'?????<?green?EUR??,,????'?????<? side, the ratio of green acreage to residential acreage is one of the lowest in the nation. The assessment is that metro Atlanta could gain 6,000 acres of park space and 780 miles of trails by acquiring selected properties. With ?EUR??,,????'?????<?just?EUR??,,????'?????<? a $5 billion investment, Red Fields to Green Fields estimates Atlanta could generate $20 billion in economic development, 175,000 temporary construction jobs and 100,000 permanent jobs.
Detroit Okay, Detroit is an ?EUR??,,????'?????<?easy?EUR??,,????'?????<? target. It is a city in extreme pain. The numbers say a good 30 percent of residents are unemployed, and 33 percent living below the poverty level. The city has at least 100,000 vacant properties of which 13 percent are commercial or industrial. Only 6.7 percent of the city is parkland.
The mayor and city officials are trying to ?EUR??,,????'?????<?shrink the city?EUR??,,????'?????<???EUR?s footprint?EUR??,,????'?????<? to a more manageable core to allow city services to continue. Some downtown-vacated buildings have been demolished to create green space and more attractive office and commercial buildings. A riverfront amphitheater is planned. There?EUR??,,????'?????<???EUR?s also talk of farms in Detroit. Aside from the benefits of locally grown produce, it would create jobs for farming and food processing.
The Red Fields to Green Fields program asserts investments could help expand the activity beyond downtown and develop some 70 miles of greenways and bikeways around the central city. Large industrial sites could be revived, creating jobs for low-skill workers. The program estimates it would take about a $4 billion investment to help reclaim 9,000 acres.
Whence the Money and Manpower? Where?EUR??,,????'?????<???EUR?s all this money going to come from? Red Fields to Green Fields says public-private partnerships with low-cost loans from a land bank and parkland acquisition fund (led by the Federal Reserve, Treasury, and FDIC) would buy distressed properties and remove buildings.
Here?EUR??,,????'?????<???EUR?s another idea. Pres. Obama has vowed to withdraw the 41,000 U.S. troops in Iraq by December 31, 2011. What if we deployed those troops to the aforementioned cities. Those troops, along with hiring the local unemployed, could begin to help turn the Red Fields into green space in those cities. Such an endeavor is not that far removed from FDR?EUR??,,????'?????<???EUR?s Civilian Conservation Corps (1933-1942). That popular and highly effective public works relief program put to work 2.5 million unemployed single men ages 18-25, with a force of as many as 300,000 men working together at one time. The CCC men planted nearly three billion trees, built more than 800 parks nationwide (talk about Green Fields), upgraded state parks and also fought forest fires.
Let?EUR??,,????'?????<???EUR?s not forget the 100,000 troops still in Afghanistan! Wouldn?EUR??,,????'?????<???EUR?t you rather see many of these vital, young men and women return stateside to help out on the home front? Imagine all those troops and local unemployed people working together to better our cities in this most dire of economic times. The U.S. continues to pour aid to Third World countries and billions of dollars for troops in foreign lands. Take a look around. Some of our cities and towns are looking like Third World communities.
M????????(C)decins Sans Fronti???????oeres (Doctors without Boundaries) is an international organization of health professionals who volunteer their time and professional skills to bring medical and technical assistance to people who do not have basic health care, clean water and shelter. These doctors go ?EUR??,,????'?????<?abroad.?EUR??,,????'?????<? Well, now some U.S. doctors and dentists are doing the same thing in U.S. cities. A recent event in L.A. had people camping out around the block in hope of getting dental care or medical treatment. The doctors had to triage their care, treating those people in the worst conditions first.
Let Iraqis take care of Iraq; let Afghans take care of Afghanistan. Let the people of the U.S. take care of its people and its cities. Let?EUR??,,????'?????<???EUR?s put our resources and money toward that end. Turning around our cities and communities around isn?EUR??,,????'?????<???EUR?t going to happen by magic. But with more of our troops and financial resources here instead of abroad, coupled with hiring the local unemployed, we could begin this journey.
Why aren?EUR??,,????'?????<???EUR?t all the presidential candidates talking about this? Oh, that?EUR??,,????'?????<???EUR?s right, they?EUR??,,????'?????<???EUR?re too busy deflecting attacks on their past behaviors than coming up with solutions to rebuild our infrastructures and revitalizing out cities.
