FHWA $3.5 Billion Funding Discrepancy

The Federal Highway Administration Has Identified a $3.5 Billion Funding Discrepancy

The issue is believed to have been caused by a change in software between the years of 2003 and 2005.

Recently it was reported by the Federal Highway Administration (FHWA) that there is a $3.5 billion discrepancy dating back 18 years. The discrepancy is between the FHWA and the U.S. Department of Transportation (USDOT) systems and could affect the federal highway contract authority provided by formula to the states.

The FHWA tracks more information than the USDOT with their system called the Financial Management Information System or FMIS, which shows $4.7 billion allocated to the FHWA prior to the Infrastructure Investment and Jobs Act enacted in November 2021. On the other hand, the USDOT uses a different system called Delphi which shows a $1.2 billion balance.

According to the FHWA, this discrepancy occurred during the switch by USDOT to Delphi sometime between 2003 and 2005. The two agencies will be reanalyzing their transactions between this period to reconfirm the finding. The FHWA also stated that this was a one-time accounting error, which means it has not compounded over the years.

"AASHTO and its members are committed to working with USDOT officials to ensure that any potential solution to this accounting error does not have an adverse impact on the critical work being done by state DOTs across the country," emphasized Jim Tymon, executive director of the American Association of State Highway and Transportation Officials.
