Federal Agencies Remove Grant Match Requirement for Complete Streets

The Federal Highway and Transit Administration Waive Requirement to Advance Complete Streets

The waived requirements are said to help the development and implementation of Complete Street policies.

The Federal Transit Administration (FTA) and the Federal Highway Administration (FHWA) have waived the local match requirement for grant funding of Complete Streets projects. The waiver aims to promote the development and implementation of Complete Street policies that support public transportation and provide a safe, integrated transportation network for all users.

In their announcement letter, the US Department of Transportation explained, "The waiver will support the full consideration of public transportation in the development and implementation of Complete Street policies that require or encourage a safe, comfortable, integrated transportation network for all users, regardless of age, ability, income, ethnicity, or mode of transportation."

Landscape architects, who have been at the forefront of the Complete Streets movement, will benefit from the new federal investment and will be supported in designing projects that maximize transportation safety. This waiver reflects a priority of the Bipartisan Infrastructure Law to increase safe and accessible transportation options nationwide and highlights the importance of sustained advocacy efforts to federal policy makers.

The ASLA, a founding member of the National Complete Streets Coalition, will continue to advocate for policies that enable landscape architects to reduce emissions, build climate resilience, protect public safety, and steward biodiverse ecosystems.
