International Falls, Minn.?EUR??,,????'??+Local business owners raised concerns about bureaucracy surrounding the enforcement of Minnesota?EUR??,,????'???s wetland rules in the wake of cease-and-desist orders issued recently to several property owners. The discussion led Koochiching County Commissioner Wade Pavleck to call for a ?EUR??,,????'??revolution?EUR??,,????'?? against Minnesota?EUR??,,????'???s Wetland Conservation Act. Businessmen Keith Horne and Jim Miggins told the Koochiching County Board Tuesday about their frustration over the orders they were issued recently. County commissioners and representatives from International Falls also voiced frustrations with wetlands regulations during a tense discussion on the orders. Commissioners plan to take action regarding the state?EUR??,,????'???s Wetlands Conservation Act at the next meeting. Bill Best, of the state Board of Soil and Water Resources, is expected to be invited to next week?EUR??,,????'???s board meeting by Environmental Services Director Richard Lehtinen to provide information on the process. Pavleck urged anyone who receives cease-and-desist orders in the next week to contact the county board. In addition, he called for the county to make a ?EUR??,,????'??big?EUR??,,????'?? statement about the ?EUR??,,????'??flawed and broken?EUR??,,????'?? process to develop wetlands and suggested the county rescind its adoption of the WCA. This isn?EUR??,,????'???t the first time commissioners have been frustrated by the state?EUR??,,????'???s wetlands rules. Koochiching was the last of the state?EUR??,,????'???s 87 counties to adopt the WCA several years ago. Meanwhile, Horne, who received an order on May 21, said he was frustrated that local Conservation Officer Darrin Kittelson had driven near the site where Horne is expanding his business many times, but never stopped to mention issues about wetlands until he issued a cease-an-desist order. Horne said if he can?EUR??,,????'???t expand his business in the city, he will move out of the county.
