In February, California?EUR??,,????'???s snowpack was only about 43 percent of normal, setting the stage for possible water rationing in the San Francisco Bay Area.

It was the lowest snowpack measurement for this time of year since 1991. A continued dry spell?EUR??,,????'??+especially into next year?EUR??,,????'??+could force water rationing and rules that limit landscaping irrigation.

East Bay Municipal Utility District spokesman Charles Hardy said the outlook includes about a 10 percent chance of water rationing next year. The Oakland-based utility serves 1.4 million in Alameda and Contra Costa counties.

The Contra Costa district serves about 500,000 people in central and eastern portions of the county.
