Welcome to Texarkana, home to unenforced ordinances, according to the now ex-public works director.


Each issue of LASN presents a column devoted to ordinances (see page 16). But like all codes or laws, they don?EUR??,,????'???t mean much if they aren?EUR??,,????'???t enforced.

The new public works director for Texarkana, Ark., Rachael Kaplan, has resigned her position after only three months, citing lack of enforcement of city ordinances.

The Texarkana Gazette printed excerpts from Kaplan?EUR??,,????'???s resignation letter. She wrote, in part:
?EUR??,,????'???EUR??,,????'??? having advised you of serious problems in the construction and acceptance process of new inferior built streets, which the city has been asked to adopt, you have advised me to nevertheless accept the work from local developers.?EUR??,,????'??

She added: ?EUR??,,????'??You have instructed me to ignore state statutes and ordinances in my effort to ensure the department complies with local and state laws, again to the benefit of local developers and builders and to the detriment of the city?EUR??,,????'???s operations.?EUR??,,????'??

Kaplan told the paper she was hired by the city manager to enforce ordinances and statutes that had not been enforced for some time, but that pressures from the developers had the city manager directing her to ignore the ordinances.
