The National Park Service plans to pull down bicycle barricades around Independence Hall and the Liberty Bell Pavilion, part of the security arising from 9-11, and replace it with more permanent security in the coming year.
The unfinished area of the mall (the “gravel pit”) will be covered and the old Liberty Bell Pavilion torn down to make way for the First Amendment Plaza. The new landscape will largely complete the mall’s makeover under the 1997 plan by landscape architect Laurie Olin.
The state has allocated $6 million, the Fed $1.9 million; the William Penn Foundation $1 million and the Pew Charitable Trusts $2.5 million.
