Most city folk take sidewalks for granted, but in Fountain City, Tenn., citizens find that while some developers put in sidewalks, some do not. Not only doesn?EUR??,,????'?????<???EUR?t the city have enough sidewalks, but it has sidewalks that just abruptly stop and connect to nothing.
The problem is the city has no sidewalk ordinance. That may change soon.
A group called the “Fountain City Connections” has proposed a sidewalk ordinance, and, in fact, drafted such a document in July 2007. The group is seeking support from the city council and pushing for a citywide sidewalk ordinance that would force developers to add sidewalks to any new or refurbished development.
The ordinance would establish what it calls ?EUR??,,????'?????<?Complete Streets,?EUR??,,????'?????<? designed to enable safe access for pedestrians, bicyclists, motorists and transit riders. The biggest issue is, of course, safety. The National Cooperative Highway Research program reports that on streets with sidewalks, pedestrians are 88 percent less likely to be struck by a car when walking along the street.
