The city of Seguin, Texas and Darryl Duecker, the grounds and facilities superintendent at the Riverside Cemetery in Seguin, have a problem. Duecker estimates that while there are about 125 empty plots remaining in the cemetery, there are no longer any available for purchase, as they are already “claimed.”
In the distant past, property at the cemetery was often bartered??plots exchanged to pay off debts, for example, or sometimes resold for cash. The problem is that the change in plot ownership often transpired without any physical evidence??just handshake agreements or verbal assents.
Now, Duecker and the city have to deal with these claims. The Seguin City Council has developed several ordinance amendments to make sure the spaces go to the rightful owners.
The city grounds crew reports discovering new graves being dug without their permission. The new rules require written or physical evidence of plot ownership before ground can be dug, and requests for burial must now come through and be approved by the city.
