After an enormous response, Texas State Senator Kip Averitt?EUR??,,????'?????<????????????EUR??,,??s office has called to inform IALD that the ?EUR??,,????'?????<????????lighting designer?EUR??,,????'?????<???????? language in Texas House Bill 2649 (THB2649) will be withdrawn and replaced with language requesting a study by the Texas Department of Licensing Regulation of the feasibility of licensing in the industry. ?EUR??,,????'?????<????????The IALD is extremely pleased that the combined grassroots efforts organized by the architectural and theatrical lighting design communities have paid off,?EUR??,,????'?????<???????? IALD President Jeff Miller stated. ?EUR??,,????'?????<????????We hope that the Texas legislature and executive branches will continue to work with us to help insure the continued economic and creative health of our industry.?EUR??,,????'?????<???????? There are various technical steps to be completed in the next few days as the Texas legislative session reaches its statutory end-of-life on 31 May, but the bottom line is that lighting designers will be able to continue to practice in Texas!
WHAT ACTION YOU SHOULD TAKE NOW 1. NO MORE PHONE CALLS to any Texas legislative offices or to the Governor?EUR??,,????'?????<????????????EUR??,,??s office. 2. WRITE ALL THE LEGISLATORS WHOM YOU HAVE CONTACTED and thank them for their hard work and thoughtful consideration of the unintended consequences that would have attended passage of the amendment to THB2649.
As it was written, Texas House Bill 2649 (THB2649) prohibited lighting designers who work in Texas to work on projects without being licensed as either an electrician, architect, engineer, landscape architect or interior designer.
The IALD strongly urged the Texas Senate Business Commerce Committee remove language restrictive to the profession in THB2649 as a ?EUR??,,????'?????<????????technical adjustment?EUR??,,????'?????<???????? when the bill is prepared for Gov. Rick Perry?EUR??,,????'?????<????????????EUR??,,??s signature, or the eventual veto of the bill by the Governor should no changes in language be made.
The IALD has been working tirelessly with lighting designers on the ground in Texas to voice collective concern before THB2649 passed, issuing a policy statement to all individuals in the Texas State Legislature, a press release to consumer and trade media, and communicating with the officials responsible for the bill and its language.
The IALD urged members to ask the Texas legislature to vote against THB2649, stating in part:
?EUR??,,????'?????<????????This legislation has the unintended consequence of outlawing an entire profession ?EUR??,,????'?????<??????????????+ architectural lighting design. The International Association of Lighting Designers (IALD) strongly urges all members of the Texas Legislature to drop this legislation, Texas House Bill 2649.?EUR??,,????'?????<????????
We believe that the Texas Legislature does not mean to outlaw an entire profession, but that would have been the impact of the proposed legislation. The IALD will continue to vigorously oppose this language in all appropriate venues on our members?EUR??,,????'?????<????????????EUR??,,?? behalf.
