Ed Day, a legislator in Rockland, New York wants to create a bill that would impose steep fines and ultimately impound the contractor?EUR??,,????'?????<????????????EUR??,,??s tools and vehicles until they receive a county home-improvement license.
Last year, Rockland residents and businesses filed more than 450 complaints about home-improvement contractors with the county?EUR??,,????'?????<????????????EUR??,,??s Department of Weights and Measures/Office of Consumer Protection, representing about 70 percent of its caseload.
Day said his focus was to protect residents from people who run blacktopping frauds. Last month, Clarkstown police arrested two brothers from out of state and accused them of stealing nearly $20,000 from two elderly Upper Nyack homeowners. The men told the homeowners they had extra asphalt on their truck and would top their driveway at half price, police said. The men have also been involved in similar operations in southern Jersey and Pennsylvania, police said.
In some cases, like felony crimes, authorities arrest those involved and are able to impound the equipment used until the case is heard in court. However, sometimes the contractors are only ticketed, Day said, adding that legitimate business owners would quickly work to secure a license.
