Two competing and significant proposals are beginning to monopolize much of the debate on the Intermodal Surface Transportation Efficiency Act (ISTEA) reauthorization in the Senate. Senator Baucus (D-MT), along with Kempthorne (R-ID), Thomas (R-WY) and others are expected to soon release their ISTEA proposal, dubbed the Surface Transportation Authorization and Regulatory Streamlining Act, or "STARS 2000." The proposal is said to call for a revamping of the funding formula to increase money for rural and sparsely populated states. Designed to boost funding for the plains and mountain states and the National Highway System, the proposal would "retain enhancements, but with a smaller authorization." Meanwhile, Senators Moynihan (D-NY), Lautenberg (D-NJ) and Lieberman (D-CT) are working on a dramatically different proposal that would keep ISTEA's "basic structure and funding formula intact."
