Recently approved by Congress, the new $520 billion bill for Fiscal Year 1999 provides a record $47 billion for transportation ($5 billion more than last year). This includes a 10 percent increase in the Transportation Enhancements Programs, which include landscape design, traffic calming, trails and greenways.
