The California Board of Architectural Examiners (CBAE) has voted to continue discussions regarding a pending Department of Consumer Affairs (DCA) initiative to bring the regulation of Landscape Architects under the purview of the CBAE. This proposed regulatory scheme would establish an "examining committee" of seven Landscape Architects to administer the Council of Landscape Architects Registration Boards' licensing exam, but would give the responsibility of regulating the over 2,000 licensees to the CBAE. The DCA proposal comes on the heels of the Joint Legislative Sunset Review Committee's recommendation to allow the Board of Landscape Architects (BLA) to sunset in June of 1997, sending licensing and enforcement authority to the DCA. The agency does not believe it is prepared to handle the regulation of Landscape Architects and so has developed a joint regulatory scheme. The original DCA vision entailed a committee of Landscape Architects under the BAE; however, the BAE basically wants to let the Landscape Architects run their own program, not wanting to be bogged down with new responsibilities. An LASN source confirms that the DCA believes the best place to regulate Landscape Architects is under the BAE; and has approached both the BLA and the BAE to see if they were open to considering a merger. National and local ASLA has indicated support of the measure, but the American Institute of Architects remains "unanimously opposed." DCA has proposed a round table with all parties to work out legislative and financial details, to be held early this month. WHEN A FINAL DECISION HAS BEEN REACHED, THE DEPARTMENT OF CONSUMER AFFAIRS WILL RELEASE AN INFORMATIVE MEMO OUTLINING THEIR PLANS TO CALIFORNIA'S REGISTERED LANDSCAPE ARCHITECTS.
