Portsmouth, Va. city planners, after two years of staff research and public input, have put in place a new ordinance to make the city more pedestrian-oriented (emphasis on sidewalks and flexible parking spaces) and more environmentally-friendly by offering green incentives.
The Portsmouth City Council unanimously approved the changes, which take effect May 1, 2010. This is the first major rewrite of the city ordinance in more than 20 years.
The new guidelines only impact new development. The spirit of the new ordinance is already evident. A developer?EUR??,,????'?????<???EUR?s plans for a new pharmacy will include a roof design to match roofs of nearby homes, plus incorporate extensive landscaping and bike racks.
The revised ordinance will also streamline reviews for new development. One developer recently reports the response time for a set of new plans took a few weeks, rather than the several months it used to take.
