The genesis of Chestnut Park, now rededicated as John F. Collins Park, was in 1977 when Philadelphian Dorothy Haas, inspired by Paley Park in Manhattan, sponsored a park design competition through the William Penn Foundation to replace a parking lot on Chestnut Street in Philadelphia. The Delta Group, under principal landscape architect John Collins, won the competition, and the William Penn Foundation funded the original construction of the park.

Among his landscape architectural accomplishments in Philadelphia are Schuylkill River Park and the Three Bears Park in Society Hill. He was also known for giving disadvantaged people job-training skills.
