The Pennsylvania State House of Representatives has passed H.B. 703 by a vote of 158 to 39 to strengthen registration requirements for landscape architects.
The bill?EUR??,,????'?????<???????????????????????(R)?EUR??,,????'????s sponsor is Rep. Frank Burns (D). The legislation now goes to the state senate for consideration.
Under current Pennsylvania landscape architecture licensing law, an applicant can be a registered landscape architect (RLA) without examination if the person has 10 years of active experience as a landscape architect and is a graduate of an approved college or university. Candidates without a degree in landscape architecture, but with 15 years of active experience, can be registered as an RLA if the board approves the experience.
H.B. 703 would require all landscape architects seeking registration in Pennsylvania to undergo examination, regardless of their years of active experience, and would expand the criteria for continuing education of licensees.
Rep. Burns deems the current landscape architecture registration law outdated and said both landscape architects and the Pennsylvania State Board of Engineers support the bill.

The current registration law required 10 hours of continuing education every two years. The new law states: ?EUR??,,????'?????<??????????????????EUR??,,????'?????<??????????????????????(R)???????+?each person licensed under this act shall be required to obtain 24 hours of mandatory continuing education during each two-year license period. A licensed landscape architect who wishes to activate a license that has been placed on inactive status shall be required to document 24 hours of continuing education.?EUR??,,????'?????<?????????????????
If the act passes the state senate and is signed by the governor, the act would take effect in 60 days.
