Parks became the first and most visible casualty of Orange County?EUR??,,????'???s spiraling budget problems Tuesday as county supervisors agreed to slash more than $32 million from the current budget during a contentious meeting.
With a state budget expected to tighten soon ?EUR??,,????'??? along with sagging revenues – supervisors said layoffs and service cutbacks are almost surely on the way.
“Things are going to get a lot worse,” said Supervisor Bill Campbell, adding that he couldn’t sleep last weekend thinking over the steep cuts.
Judging from Tuesday’s meeting ?EUR??,,????'??? where the county parks department lost $10 million and supervisors each lost $6 million from their own district park funds ?EUR??,,????'??? budget meetings may have an increasingly nasty tone.
At issue was a $6 million park fund set up several years ago to allow county supervisors to help out cities seeking to expand their park opportunities. The park fund was created, in large part, to help Nguyen’s central district and Supervisor Chris Norby’s Northern district, areas where the cities are older and there are few regional parks,
Norby and Nguyen were irritated because they did not spend as much as others on such projects. Both tried to alter the amounts given back to the general fund but other supervisors said the tight budget required the funds to be returned.
Nguyen mentioned Campbell’s projects in Irvine and Foothill Ranch as examples of how other districts had benefited more from the fund.
Norby eventually got support to allow a floor of $750,000 in the supervisors park accounts, with the remainder going back to the general fund. County Supervisor Pat Bates said she would return all of her district funds back to the general fund because of the oncoming economic crisis.
