Lack of funding has kept Palo Alto, Calif. from fully enforcing a ban on gas-powered leaf blowers that was instituted in July 2005. Enforcement of the ban was dropped altogether in early February 2007 due to further budget cuts. But the city manager recently announced that the police department has found a ?EUR??,,????'??creative solution,?EUR??,,????'?? enabling it to re-enforce the ban.
Starting in March 2007, a parking enforcement officer will respond to leaf blower complaints whereas a part-time temporary officer will enforce parking. Due to heavy volume, the officer will respond to the areas with the most complaints, and currently the office is not responding until they receive three independent complaints.
Some see the budget cuts as indicative of the ongoing service cuts from the city, as major changes in infrastructure are also needed.
?EUR??,,????'??I personally find leaf blowers pretty offensive. I think the community deserves enforcement of that ordinance for their health and environmental protection,?EUR??,,????'?? Council member Dena Mossar said. Many agree with the law. Now the task is to make it work.
