The Low-Income Solar Energy Act, introduced by U.S. Sens. Tammy Duckworth (D-IL) and Cory Booker (D-NJ) is designed to assist low-income Americans take part in the advantages that solar energy offers.

 
As reported in Daily Energy Insider, the bill outlines five actions to do so: expanding the Low-Income Housing Energy Assistance Program to include up to 25 percent solar, obliging the U.S. Department of Energy to create financing programs for the purchase of solar energy equipment by those who qualify, offering Section 8 homeowner's interest-free loans to install solar, updating HUD rules to ensure that energy savings do not cause rent increases, and directing the DOE to create a solar workforce program for underrepresented groups in the industry.

Sen. Duckworth expressed her belief that all Americans should have access to solar energy and by targeting low-income residents, this act can help them, "lower their utility bills," and "help our nation reduce our dependence on fossil fuels, combat climate change and decrease air pollution."

A companion to her bill was presented in the House. Supporters of these efforts include Grid Alternatives, Elevate Energy, Vote Solar, Faith in Place Action Fund, Clean Power Lake County, Earthjustice, and the Sierra Club.
