One of LASN's economic sources says most states are not only "in the black," but "sitting on big surplusses," naming California, Washington, Arizona, Texas, Mississippi, Missouri, Minnesota, Michigan, Indiana, Delawar, North Carolina, and South Carolina, while only a few, who suffer from "weak business conditions," like Hawaii, Maryland, Connecticut, Rhode Island, and Vermont, are "in the red." While Austin Kiplinger says "don't count on big tax cuts even if your state runs a surplus," he projects that Washington, Utah, Arizona, Missouri, Iowa, Minnesota, Michigan, Indiana, Mississippi, West Virginia, Virginia, and Massachusetts will either cut taxes or create rebates and exemptions.
