National Association of Counties Releases Report on Housing Affordability

NACo's report emphasizes collaborative efforts to tackle housing affordability challenges at the county level

The National Association of Counties (NACo) unveils strategies for addressing housing affordability crisis through local initiatives.

The National Association of Counties (NACo) recently published a comprehensive report titled "Advancing Local Housing Affordability." The report, which offers insights and solutions to the nationwide housing challenge, underscores the critical role that counties can play in driving affordable housing initiatives. The Hon. Bill Truex, a commissioner in Charlotte County, Florida, and a member of the National Association of Home Builders (NAHB), contributed to the NACo Housing Task Force that spearheaded the report's development.

One of the key takeaways from the NACo report is the necessity of affordable, decent-quality housing in all counties. The report's authors draw attention to the burden of housing costs on households, citing a troubling statistic from Franklin County, Ohio, where 40% of renters are considered cost-burdened, allocating over 30% of their annual income to housing expenses.

Addressing the complexity of the housing crisis, the NACo report advocates for a multi-sectoral approach, involving federal, state, local, private, and community stakeholders. The report highlights the importance of dialogue, coordination, and collaboration among counties and other relevant entities to devise effective housing strategies.

The report refrains from proposing a one-size-fits-all solution, recognizing that resolving local housing affordability challenges can be a slow and intricate process. Instead, the report offers policy recommendations that can serve as tools for county leaders in formulating tailored housing action plans. These recommendations span various areas, including land use, zoning, infrastructure planning, local regulations, community engagement, and financial policies.

Denise Winfrey, President of NACo and Commissioner of Will County, Illinois, emphasized the crucial role counties play in addressing the housing crisis. She stated, "Stable, quality housing is the foundation for better health, safety, education, a strong workforce, improved financial wellness, and lower demands on the social safety net. Counties are committed to meeting the moment and addressing our residents' housing needs."

As part of its ongoing commitment, the NACo Housing Task Force will continue to explore solutions for housing affordability challenges, leveraging county-led innovations and partnerships across sectors. The comprehensive report serves as a guide for counties, providing valuable insights and recommendations as they work collectively to alleviate the housing affordability crisis across the United States.
