The board began to review the by-laws because of their desire to increase the size of the board and to consolidate the seven classes of membership including regular, supplier, allied association, honorary, affiliate, student, and international that are mutually exclusive.

According to the bylaws Article XV, the by-laws may be amended only after notifying membership, "the Board shall forward to the membership a written notice via mail, fax or e-mail notice of any proposed actions pertaining to the Bylaws at least thirty (30) days prior to the Board Meeting at which the actions are to be considered."
