Stormwater management practices continue to garner attention. The Missouri Department of Natural Resources (DNR) keeps a list of polluted streams and has asked developers to change their construction practices if stormwater from a development is affecting a stream on the list. Not everyone has agreed with the DNR assessments, however. The Home Builders Association of Greater St. Louis sued the DNR, claiming that the sediments occur naturally.
The Metro St. Louis Sewer District plans to submit a proposal to its rate commission to charge customers for stormwater based on the size of the property. Currently, whether it?EUR??,,????'???s a large Wal-Mart property or just a quarter acre residential lot, the monthly rate for stormwater management is 24 cents.
Another tactic in the state is requiring developers to put filters on storm sewers and detention ponds and build micro-basins, landscape depressions to slow water in paved areas before it reaches a detention pond. The O’Fallon, Mo., planning director seeks just such an ordinance.
