On Monday, June 15, the Senate Business, Profession, and Economic Development Committee heard the Administration (Governor?EUR??,,????'?????<???EUR?s) proposal to eliminate Landscape Architects Technical Committee (LATC) and to transfer its functions to the California Architects Board (CAB). The profession was well represented at the hearing, with Andy Bowden, ASLA and LATC Program Manager Mary Ann Aguayo representing the LATC and the CAB, respectively. Dave Mitchell, ASLA and John Nicolaus, FASLA from CC/ASLA and Mark Christian from the AIA provided the majority of the testimony, with Stephanie Landregan, ASLA providing comments regarding the potential impacts on the UC Extension Programs if the LATC was eliminated.
The Sierra Chapter came out in force, with Robert Goss, ASLA; Jeff Townsend, ASLA; Jim Simpson; Steve Fuhrman, ASLA; and Wayne Kelly, ASLA speaking in opposition to the Administration?EUR??,,????'?????<???EUR?s proposal to eliminate the LATC. The Professional Engineers in California Government (PECG) also testified in opposition.
This process began in early June, when the State Budget Conference Committee referred the questions on eleven boards and committees to the Senate Business, Profession, and Economic Development Committee, which included the elimination of LATC. The Senate Committee?EUR??,,????'?????<???EUR?s recommendation will now go back to the State Budget Conference Committee for their consideration and action. Even though CC/ASLA anticipates that the State Budget Conference Committee will accept the Senate Business, Profession, and Economic Development Committee recommendations intact, we will continue to be vigilant on your behalf.
Please note our next sunset review begins next year in front of the Senate and Assembly Business and Profession Committees. We will once again need the support of landscape architects throughout the state to protect not just the LATC, but licensure itself.
