Enthused Home Builders Show Restraint

Developers in the building industry aren’t counting their chickens yet even though there’s been a drop in fixed rates and subsequent surge in new housing sales activity, according to the Sales & Marketing Council of the Building Industry Association of Southern Calif. Many developers are being cautious, completing existing projects as quickly as possible and starting new subdivisions, but avoiding “going for the throat” and creating a pricing situation as witnessed in 1978.

In terms of the renewed strength of the move-up market, builders are also showing restraint in rushing through design changes and upgrading.

Liability Crisis Fault of Insurance Co.’s

According to a new study prepared for the nation’s attorneys general, sharp increases in liability insurance premiums are caused by the insurance industry’s own decisions and not excessive lawsuits. Despite alarming reports of a liability crisis, the insurance industry is profitable and is not suffering from an explosion of litigation in state courts, authors say.

The study claims that the industry under priced insurance in the 1970s to attract revenues for invest. “The emphasis on a need for change in the civil justice system to rescue the insurance industry from financial problems is therefore entirely misplaced.” The report notes the recent skyrocketing cost and restricted coverage of liability insurance for organizations, municipalities and professionals, but it rejects the insurance industry claim that premiums are rising in response to growing jury awards.

California DWR Calls for Local Guidelines

The Department of Water Resources (DWR) is looking for local guidelines related to low water using landscapes for a new landscape water conservation guidebook it plans to publish in 1987. The purpose of this guidebook is to aid local agencies in planning and implementing a water conservation program for landscape.

The recommended components of the local programs featured in the guidebook will include producing lawn watering guides; conducting water audits of large landscaped areas; developing landscape water conservation information for homeowners; recommending low water-using landscapes at commercial, industrial and multi-family sites.

Send low water-using landscape guidelines to: Marsha Prillwitz, Department of Water Resources, Office of Water Conservation, PO Box 942836, Sacramento, CA 94236-0001, or call (916) 445-4403.

NorCal Goes Xeriscape

Patterned after the Xeriscape conferences held in Southern California for the past four years, a Xeriscape conference November 21, 1986 will be held in Northern California for the first time. Co-sponsored by the Department of Water Resources (DWR) and the East Bay Municipal Utility District of Oakland, the one-day conference will be held at the Oakland Airport Hilton Hotel.

DWR Director David N. Kennedy will be the keynote speaker. He has filled the same capacity at the last two Xeriscape conferences in Southern Calif. “We’re delighted to see the enthusiasm towards low water – using landscapes by the landscape industry and others.
