P.E.L.A. Design, Inc. (planning, environmental design and landscape architecture) was incorporated in 1992 and provides master planning, feasibility study, preliminary/concept design, design development, construction documents preparation and construction phase services (shop drawings and submittal review, field inspection, technical consultation, etc.).

The firm is highly regarded in streetscape design, urban design, park planning/design and sustainable site design. A major design goal is to creatively and cost-efficiently integrate sustainable design.

The firm has four landscape architects/land planners (three licensed), one CAD manager/site designer/IT technician, one forester/wetland scientist, one graphic designer and one administrative assistant. Liling Tien is the sole principal of P.E.L.A. Design.

Software: Revit (building management information software), AutoCAD 3D, MicroStation XM, SketchUp, CS3, Adobe Photoshop, Adobe PageMaker, Adobe Illustrator and ArcView GIS.

 

Camden Crossing Housing Development, Baltimore, Md.




Camden Crossing is a new 150-unit townhouse development west of Oriole Ball Park at Camden Yards, in proximity to the Inner Harbor, two stadiums, downtown and the B&O Railroad Museum. P.E.L.A. prepared landscape plans for public streets, open spaces and all housing units. Each housing unit has fully landscaped front yards with accent brick strip in front of each planting bed, low plants, privacy fence and wooden deck in the backyard, foundation planting all around and additional border planting along the concrete alley. Other elements are tree-lined streets, a central park/village green, three passive parks, brick pedestrian crosswalk and community signs. The Central Park/Village Green has a wooden trellis, open play lawn, a brick stage under the trellis, planters/seatwalls, benches and tree lined brick walk. Brick piers, metal fencing and lush landscaping are installed for each entrance to the development.

 

Charles Street Reconstruction and Streetscape Improvement Project, Baltimore, Md.




P.E.L.A. Design, Inc. was the project landscape architect for streetscape and landscape design services for Charles Street from Madison Avenue to North Avenue. The stakeholder’s preferred sidewalk paving treatment was a combination of three-foot wide concrete paver strip along the granite curb and bricks as the main field. The paving pattern of the concrete pavers is staked bond and brick paving in a herringbone pattern. Special attention went to design patterns for brick driveway aprons, brick pedestrian ramps, brick sidewalks at the bases of buildings, columns, steps and utility features.
Cobblestone tree wells are installed for street tree planting. Tree species are hardy and salt tolerant. Metal fencing goes along the frontage of each parking lot. Period-style light poles and teardrop streetlights and Acorn pedestrian lights were selected. New traffic signal poles/mast arms, benches, trash receptacles and newspaper corrals complement the surroundings.

Samuel Riggs Alumni Center, University of Maryland, College Park




This project is to provide design services for a 69.000 GSF facility to house the alumni association and development offices. The scope of the landscape architecture is site landscaping, garden landscaping and obtaining forest conservation plan approval from DNR. The design elements include an entrance plaza, theme gardens, benches, bollards, lighting, ornamental fencing, brick piers, fountain, pea gravel paving and brick paving, as well as ensuring ADA compliance.
The Moxley Garden displays the theme colors of the University of Maryland: gold, white, and red. The White Garden/Moon Garden has plants with white and fragrant flowers. The Red Garden/Bird Garden has plants with red flowers that attract birds. The Gold Garden/Butterfly Garden has plants with flowers in yellow and orange and attracts butterflies. The fountain is the focal point of the garden, surrounded with brick paving and will be a gathering space for special events.

 

Largo Town Center Park, Largo, Md.




This project was for design services for development of two-acre vacant parklands near a lake used for stormwater management. The goals were to create a park for residents of all ages, screen the unsightly view, increase accessibility, create a visual attraction along the lake and comply with ADA requirements.
The design includes a boardwalk along and across the lake, an aeration fountain, an amphitheater/open play lawn, a terraced garden/staircase with stone walls and decorative paving, interactive children’s water play, entrance plaza, trellis, metal fencing, signage, pedestrian bridge, barrier-free pathway/trail, shoreline wildflower meadow, forestation and native plant landscaping. Budget constraints kept the project from being constructed in its entirety, but additional funding will be completed within the next two years.
