Lapsed License, Loss of Confidence

The proposed site for the tennis courts is near a planned bio-filter swale and a bio-retention area and rain garden. While the tennis court plans may be in compliance with the town's wetlands bylaw, the state Wetland Protection Act and storm water management standards, the Concerned Citizens of Manchester believe the courts will create flooding and contaminate a nearby well.

The Manchester, Mass. Conservation Commission has voted 5-1 to reopen public hearings on plans for construction of three tennis courts stamped by a landscape architect, a subcontractor of the architect of record, part of a $49 million project at Essex Middle High School. The landscape architect let his Massachusetts license expire almost 20 years ago, although he is licensed in several other states.
