Landscapers facing Charges

In June Rocky David Neasbitt, owner of the landscaping company, The Branch Manager, was twice arrested in Williamson County, Texas.

Police charged Neasbitt with two counts of deceptive trade practices. Each charge is punishable by up to a year in jail and a fine of up to $2,000.

Investigators believe the landscaper got paid for work that he did not complete. Ten victims were identified but police believe there may be more.

Meanwhile, in Gladstone Oregon, authorities filed a complaint against landscaper Richard Prevost, even after the County district attorney dropped charges, accusing him of stealing from elderly couples.

Prevost had been released from jail in June after the district attorney said there wasn’t enough evidence to hold him.

Edith and Del Smith, who live in Gladstone, said they paid Prevost $1,400 to remove trees creating problems in their foundation. The Smiths said Prevost never performed the job.

Gladstone police Sgt. Lynn Benton began an investigation and she said she found two more victims.

Despite charges being dropped, Benton and the city prosecutor decided more could be done and filed a complaint against Prevost in city court.

Prevost is now charged with theft, theft by deception and operating without a license. His arraignment is set for July 8.

The Gladstone city attorney said media attention of this story has prompted more complaints, which are now being investigated.
