Otsuji served on the LAF Board of Directors from 1993 to 2005, from 1999-2000 as President of LAF, and as Vice President of Development. He also served in an Ex Officio capacity from 1994-95 as the President of the American Society of Landscape Architects (ASLA).

LAF was founded in 1966 - as a separate entity from the ASLA - but for most of the foundation's first 35 years, LAF operated within the ASLA. Otsuji served on the board during that time and was apart of the move to two separate organizations. He was Chair of the LAF Second Century Campaign that launched in 1997, making the division possible. The campaign had raised over $2.7 million at its 1999 conclusion. From there, the endowment was created and Otsuji led by example and donated to the campaign.

Otsuji was part of the 1993 ASLA Class of Fellows. He was awarded the Asian Business Association Business Leadership Award in 2006 and the Honor Award from the ASLA California Council in 1992.

He has over 50 years of experience in landscape architecture and planning including as Principal and Owner of ONA Landscape Architects and Principal.
