In Jan. 29 comments, Associated Builders and Contractors (ABC) told the Occupational Safety and Health Administration (OSHA) that the agency had not adequately accounted for the time and cost required for contractors to comply with information collection requests regarding the Process Safety Management (PSM) standard for the management of highly hazardous materials. The Clean Air Act Amendments of 1990 required OSHA to develop a PSM standard to prevent the accidental release of certain highly hazardous chemicals. According to OSHA, compliance with this standard requires employers to ?EUR??,,????'??develop a written, comprehensive management program that integrates technologies, procedures and management practices; update operating procedures and safe work practices; evaluate safety history and policies of contractors; conduct periodic evaluations; and document employee training.?EUR??,,????'?? Anita Drummond, ABC director of legal and regulatory affairs, says, ?EUR??,,????'??ABC members engage in work on general industry sites at which OSHA's Process Safety Management standards are applicable. OSHA has not provided any calculations on the time and costs related to information collection requests by construction contractors who work on such sites.?EUR??,,????'?? Drummond notes that ABC supports effective guidelines for handling hazardous materials, but that ?EUR??,,????'??costs to contractors for compliance with information collection requirements must be considered in order to ensure a fair and effective application of the standard.?EUR??,,????'??
