Landscape Architect and Specifier News (LASN) recently reported Washington State Gov. Christine Gregoire signed into law an upgrade of the Landscape Architecture Title Act to a practice act.
Under a landscape architecture Title Act, ?EUR??,,????'?????<?landscape designers,?EUR??,,????'?????<? cannot call themselves ?EUR??,,????'?????<?landscape architects,?EUR??,,????'?????<? but may still perform the work of a landscape architect.
A Practice Act not only prohibits said ?EUR??,,????'?????<?landscape designers?EUR??,,????'?????<? from calling themselves ?EUR??,,????'?????<?landscape architects,?EUR??,,????'?????<? but prohibits them from doing the work of a landscape architect.
Only four states remain that still only have a title act and have not upgraded to a practice act?EUR??,,????'?????<??oeIllinois, Maine, Mass. and Wisconsin. (Note: Vermont has no licensure law for landscape architects.) The American Society of Landscape Architects (ASLA) strives for ?EUR??,,????'?????<?50 by 2010,?EUR??,,????'?????<? i.e., 50 states with a practice act. That goal just took a hit. On June, 1, 2009, the Illinois legislature passed SB1925, which, if the governor signs it, thwarts the current legislative efforts of the ASLA to pass a practice act in Illinois.
Dave Bender, executive director of the Illinois Green Industry Association (IGIA) says his organization has ?EUR??,,????'?????<?invested an incredible amount of energy and financial resources over the past five years to ensure our members, and specifically landscape designers, were not adversely affected by the legislation being sought by the American Society of Landscape Architects,?EUR??,,????'?????<? i.e., a practice act. ?EUR??,,????'?????<?What could have proved disastrous for our landscape designers has been avoided for now,?EUR??,,????'?????<? he added.
IGIA engaged lobbyist Molly Rockford of Illinois Strategies and Neil Flynn, an Illinois authority on constitutional law, to buttress their cause.
SB1925 would extend the repeal date for the Illinois Landscape Architecture Act of 1989 from January 1, 2010 to January 1, 2020, effective immediately.
