Calif. Gov. Arnold Schwarzenegger gave state legislator an Oct. 11 deadline to pass water legislation to fortify the state?EUR??,,????'?????<???EUR?s water ecosystems, tap new water supplies and increasing water conservation. The day after the deadline, the governor called a special session and reconvened the legislators to address a group of water bills.
Most importantly, the governor seeks to restore the Sacramento-San Joaquin River Delta, a major source of the state?EUR??,,????'?????<???EUR?s drinking water, an irrigation supply for thousands of Central Valley farms and a resource for commercial fishing. Restoration of the delta would be a huge undertaking, perhaps the largest environmental restoration project in the U.S.
The delta, simply put, cannot supply all the water needs of Central Valley agriculture. In 2008, over 100,000 acres of 4.7 million acres in the Central Valley were left unplanted because of lack of water.
The state is considering a $9 billion bond measure to restore the delta, including a $3 billion bond to build at least one dam. Bond measures, of course, require voter approval.
Gov. Schwarzenegger and Senator Dianne Feinstein also support building a canal that would transport water from the Sacramento River around the delta to federal and state aqueducts for use in urban and agricultural areas in southern Calif.
The state is also considering requiring state water districts to measure groundwater levels. About 70 percent already do, but full compliance would give a true measure of water levels in the state?EUR??,,????'?????<???EUR?s aquifers.
