In May, a federal judge removed the coastal California gnatcatcher (Polioptila californica californica) from the list of federally threatened species, giving the building industry a "psychological victory" in the fight to balance conservation and development. The de-listing specifically affects Orange County California's regional Natural Communities Conservation Plan (NCCP) to achieve multi-species preservation using one protected species' associated habitat. The songbird's changed status also affects the NCCP as a national model for habitat conservation. The NCCP process established through the joint efforts of jurisdictional agencies and private landowners has been favorably acknowledged by the Clinton Administration.
