On April 6, 2010, Gaithersburg, Md. received approval for its stormwater management (SWM) ordinance from the Maryland Department of the Environment.
Essentially, the state, through legislation, is trying to get the water in the ground faster with less use of underground piping and large stormwater management ponds.
In addition, the mayor and city council adopted four other pieces of legislation related to the Maryland Stormwater Act of 2007, including changes to the city?EUR??,,????'?????<???EUR?s street and sidewalks to allow the use of different paving types to allow water to filter through.
The purpose of the Stormwater Act of 2007 was to improve the quality of the water in tributaries, streams and creeks that feed into Chesapeake Bay. The Act requires that environmental site design, through the use of nonstructural best management practices and other better site design techniques, be implemented to the maximum extent practicable to manage stormwater runoff.
The Maryland Department of the Environment has updated the state?EUR??,,????'?????<???EUR?s design manual and prepared a model ordinance to assist local jurisdictions in preparing ordinances that comply with the Act.
Amendments to the Environmental Standards for Development Regulations were introduced in February of 2010. These changes include:
-Updating the city?EUR??,,????'?????<???EUR?s master plan and requirements for SWM, floodplain and historic preservation.
-Allowing maintenance or minor changes to existing impervious areas identified on approved site plans within the stream buffer.
-100-foot buffer provisions around ?EUR??,,????'?????<?in-stream?EUR??,,????'?????<? ponds and lakes (not including upland stormwater management ponds).
