In a late October notice, the Department of Homeland Security proposed new rules that would tighten restrictions on the sale of ammonium nitrate. Among other things, the regulations would require prospective buyers to apply for registration numbers from Homeland Security; the department will also run terrorist screening database checks on all prospective registrants.
The proposed rules will bring regulations in line with a recent amendment to the Homeland Security Act. The amendment requires the department to ?EUR??,,????'?????<????????regulate the sale and transfer of ammonium nitrate by an ammonium nitrate facility to prevent the misappropriation or use of ammonium nitrate in an act of terrorism.?EUR??,,????'?????<????????
It also supplements rules that address security of chemicals stored at high-risk facilities. Notes Government Security News: ?EUR??,,????'?????<????????The new regulations, when issued, will complement a separate set of rules known as the Chemical Facility Anti-Terrorism Standards, or CFATS, that require certain facilities that possess any of 300 different chemicals to meet varying levels of security precautions.?EUR??,,????'?????<????????
Details on the proposed regulations can be found at edocket.access.gpo.gov/2008/E8-25821.htm.
